Energy
PA's New Zealand-based consultants have been at the forefront of energy industry reform worldwide. We pioneer market developments, such as those in New Zealand and Australia, along with more recent reforms in countries such as China, Indonesia, Malaysia, Philippines, Samoa and Singapore. Our experience covers the macro level, through working on major reforms, such as market disaggregation and the establishment of regulatory and market mechanisms. It also covers the micro-level, through helping individual industry players to meet the challenges of increasing competition and deregulation. Our assignments for energy clients have encompassed: industry and enterprise structural reform; regulatory policy; design of market rules and codes; corporatisation, commercialisation, and privatisation; strategic modelling for businesses and the broader economy; and asset valuation and due diligence.
PA acts as the "approved market software auditor” for the market clearing software used in the New Zealand Electricity market since 1996. The market rules require that all designated software used to dispatch, price and settle the wholesale electricity market be “audited”, that is, tested and certified, before it can be used in the market. In addition to testing the software, PA also examined changes proposed to the mathematical formulation (description) of the software to ensure that the proposed changes complied with the requirements of the market rules.
Energy efficiency
PA’s New Zealand team are currently supporting the Asian Development Bank’s effort to improve energy efficiency programmes in the region – our team has recently supported major efforts to prepare demand-side management and energy conservation strategies in markets as widely diverse in size and other characteristics as China and Samoa.
Our environmental sustainability and climate change solutions challenge business managers, policy makers and implementing authorities to consider socially responsible and financially rewarding practices. Designing and implementing innovative environmental strategies and initiatives with the public and private sector has been a feature of our work for over 20 years. PA is currently leading Methane to Markets activities in the Asia-Pacific region, which is helping to implement more than a dozen pilot projects in oil and gas, landfill, and agricultural sectors. PA has also worked in various environmental policy efforts, including design and implementation of municipal Environmental Management Systems (EMS) projects, environmental performance indicators, voluntary industry standards and specialized environmental funds.
Fisheries
Our team's outstanding track record in fisheries assignments dates back to the original design and implementation of New Zealand's world leading Quota Management System (QMS) in the mid-1980s. More recently our work has been focused on possible future developments of the QMS and the analysis of a range of fisheries policy and management issues. In addtion we have completed a critical review of existing processes and the development of a new analytical procedure for evaluating the introduction of new species into the QMS and developed a package of measures for the management of the impacts of long-line and trawl fisheries on seabird populations.
