Energy
PA is at the forefront of energy sector developments in the LAC region where PA offers a full spectrum of consulting services to LAC’s energy sector. PA has expertise in production, transportation, distribution and commercialisation of electric energy as well as transportation and distribution of natural gas and liquid fuels. Our team also supports legal and regulatory studies for government agencies when they undertake transformation, privatisation or modernisation projects. Distribution and transmission companies, power generators, regulators and power system operators in the LAC region have benefited from our top-down market outlook and bottom-up implementation expertise.
For example, PA recently implemented a multiannual regional programme funded by the US Agency for International Development (USAID) to support the power sector regulatory, policy-making and operating institutions in five different Central American countries. PA's programme helped to increase Central American competitiveness in the global markets by strengthening and expanding the power sector to move closer to an appropriate energy supply for the sustainable development of the region.
In addition, PA was recently hired by Electricidad de Caracas (EDC) to design and implement a new operating management model for the electric energy distribution company that supplies one million clients. The purpose of the job was to reduce operation and maintenance and commercial management costs by at least 20%. PA performed a strategy analysis of EDC business, identified improvement opportunities in all technical and commercial models, evaluated and developed business cases for all proposed solutions and designed an implementation plan, including the communication plan and change management for all the improvement projects that the company intended to set up.
Environment and climate change
PA's environment and climate change solutions challenge business managers, policy makers and implementing authorities to consider socially responsible and financially rewarding practices. Designing and implementing innovative environmental strategies and initiatives with the public and private sector has been a feature of our work for over 20 years. PA is currently leading methane-to-market activities in Mexico and Argentina, helping to implement more than a dozen pilot projects in oil and gas, landfill and agricultural sectors. PA has also worked in various environmental policy efforts, including design and implementation of municipal environmental management systems (EMS) projects, environmental performance indicators, voluntary industry standards and specialised environmental funds. PA recently received an award of excellence from the Bolivian National Chamber of Industry (CNI) for helping to reduce industrial pollution and increase the competitiveness of Bolivian industries, which was a direct result of our industrial environmental programme funded by USAID.
Tourism
PA’s sustainable tourism experts help companies and governments translate environmental challenges into business opportunities. In 2008, PA signed a Memorandum of Agreement with Green Globe International to implement sustainability and carbon neutrality plans for tourism destinations, resorts and hotel chains in the LAC region. PA helped Sandals Resorts International introduce a corporate environmental management programme that resulted in the resort group becoming the first chain in the world to become Green Globe certified, as well as a number of its individual properties in the Caribbean receiving international environmental sustainability awards. For the InterAmerican Development Bank, PA helped design the Mundo Maya (Mayan World) programme, a linked circuit of archaeological sites as tourism attractions in Mexico, Belize, Honduras, El Salvador and Guatemala.
Water and sanitation
PA works to ensure communities have access to safe drinking water and reliable sanitation services and solid waste collection. PA has significant experience in managing and implementing complex projects for the LAC region where water and sanitation utility performance and efficiency improvement are critical issues. PA's team brings experience in state-of-the-art data collection, databases and modelling, performance measurement and management, and policy and regulatory reform. Our services for the water and sanitation industries cover all parts of the utility development, management and operation. Recently, PA was retained to evaluate all aspects of Aguas Argentinas, a privately operated water utility with a service population of approximately 7.5 million, and to apply metric and process benchmarking techniques across the utility’s operations and maintenance and support services.
