The UK Ministry of Defence (MOD) needed to procure a complex military capability to provide an increased level of protection for its forces in Afghanistan. The Talisman programme, one of the largest and most complex delivered as an Urgent Operational Requirement (UOR), consisted of the procurement and integration of a range of armoured vehicles, weapons, sensor and communication systems.
Due to the size and complexity of the procurement, together with very demanding timescales, the MOD asked PA to create an innovative delivery organisation. This included developing and implementing a pioneering procurement approach, helping run and mobilise the programme management office and advising on the supply-side commercial construct.
Talisman was delivered in less than two years, in contrast to the typical six to eight years. It is now deployed on active service in Afghanistan and protecting UK forces. The approach is now being used in other complex and critical MOD procurements and is showing similar levels of success.
