Sourcing the Highways Agency's future traffic information service

The Highways Agency is responsible for operating, maintaining and improving England’s strategic road network. Accurate and timely traffic information is business critical – it supports both effective decision-making and helps road users avoid congestion. Since 2001 the Agency’s traffic information capability had been provided by the National Traffic Control Centre, a 10-year PFI contract. While fit for purpose, this contract did not give the Agency the flexibility to address its developing information needs.

To address this, the Agency established a project to procure its future traffic information services. The project was recognised to be high risk due to:

  • a fixed date for a new supplier to start

  • the scale of the services (£100m-£200m)

  • the business criticality of the services to the Agency.

PA Consulting Group provided specialist skills and experience that were not available in the Agency and worked as part of the team for three years.

During the project lifetime, significant challenges arose including a substantial reduction in the Agency’s funding, cancellation of dependent IT projects and a major cost organisational restructure. Ordinarily, such changes would
have a damaging impact on timescales whilst major rework was undertaken. However, due to the approach PA adopted the project delivered on time against all its objectives.

The new contract provides a more flexible, scalable approach to exploiting leading edge technologies and allows the Agency to flex its requirements without significant renegotiation and cost. The contract will cost the Highways Agency significantly less, saving around £12 million per year over a 7-year period."
